Paul Michael Young

With a career spanning over four decades, Paul has held various leadership positions across multiple continents, including the USA, Asia, and Polynesia. He has demonstrated a remarkable ability to turn around financially distressed organizations, specializing in challenging areas of the globe. Paul's expertise extends across diverse sectors, from telecommunications and education to government and insurance.

Mr. Young's tenure in American Samoa spans various pivotal roles, showcasing his adeptness in financial management and strategic leadership. As Managing Director of the American Samoa Power Authority, he orchestrated a remarkable financial turnaround, raising over $40 million in cash and implementing operational efficiencies that restored utility services swiftly after natural disasters. Serving as President of ASH Cable LLC, he negotiated critical contracts and successfully decommissioned outdated infrastructure, optimizing operational efficiency. Additionally, his role as Special Assistant to the Governor for Economic Development & Finance underscored his ability to secure funding and implement cost-saving measures within the government. Throughout his tenure, Paul demonstrated a profound commitment to fostering stability, growth, and resilience in American Samoa's economic landscape.

His extensive career extends far beyond American Samoa, encompassing impactful roles across diverse sectors and regions. Notably, he served as the ASEAN Executive Secretariat Adviser to the Prime Minister and President of Timor-Leste, where he played a pivotal role in guiding the country's governance and ASEAN membership initiatives. His tenure saw the establishment of strategic country plans, diplomatic engagements, and implementation of new government budgeting protocols and processes. Furthermore, Paul's contributions to institutional management and finance advisory in Timor-Leste's Ministry of Foreign Affairs & Cooperation led to significant operational restructuring and capacity building efforts, including the establishment of diplomatic missions and protocol frameworks. His international footprint also includes pivotal roles in Indonesia, CNMI, Guam, Federated States of Micronesia, and Samoa where he spearheaded municipal finance reforms and collaborated with local governments to enhance accountability and transparency measures.

Additionally, he has been the CFO & Chief Actuary for Grand Pacific Life, Transamerica Occidental life Insurance Company’s Special Risk Division, and New England Mutual Life Insurance Company’s Consulting Division. He served as a Pricing Actuary at CIGNA and First Capital Life and was the Actuary for the American Samoa Government Employees’ Retirement Fund and Government of Samoa Pension Plan. At the Western Samoa Water Authority, he served as the financial controller.

Paul holds post-graduate training and certification as an actuary, with expertise spanning life, health, and travel insurance, pensions, and workers' compensation. He is an Associate in the Society of Actuaries and a Member in the American Academy of Actuaries. He is also a certified life and executive coach. He is the Chairman of the Board of Leadership in Disabilities and Achievement in Hawaii and Secretary of American Samoa Statistical Advisory Board. He has a Bachelor of Science degree in Actuarial Mathematics from the University of Michigan.
